Back on March 11, 2021, President Biden signed into law the American Rescue Plan (ARP) Act, which will deliver critical aid to States (as well as Puerto Rico and the District of Columbia), districts, schools, educators, students, and families as the country continues to recover from the COVID-19 pandemic. The U.S. Department of Education (Department) will move quickly to get these vital resources to each State, Puerto Rico, and the District of Columbia.

The Department is committed to supporting State educational agencies (SEAs) and school districts in implementing these unprecedented resources to promote safe school operations and equity-driven, sustainable, evidence-based programs to serve students – especially those who are the furthest from opportunity – and to continue to strengthen teaching and learning.

ARP Elementary and Secondary School Emergency Relief (ESSER)ARPESSERF

The American Rescue Plan (ARP) Act was signed into law. It is an unprecedented $1.9 trillion package of assistance measures, including $122 billion for the ARP Elementary and Secondary School Emergency Relief (ARP ESSER) Fund. Funds are provided to State educational agencies and school districts to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on the Nation’s students.

 

ARP Elementary and Secondary School Emergency Relief – Homeless Children and Youth (ARP-HCY)

American Rescue Plan Elementary and Secondary School Emergency Relief – Homeless Children and Youth (ARP-HCY)

The American Rescue Plan Act of 2021 (ARP) into law. In recognition of the extraordinary impacts of the COVID-19 pandemic on students experiencing homelessness, the ARP included an unprecedented $800 million to support the specific needs of homeless children and youth via the American Rescue Plan Elementary and Secondary School Emergency Relief – Homeless Children and Youth (ARP-HCY) Fund. State educational agencies and local educational agencies (LEAs) must use ARP-HCY funds to identify homeless children and youth, to provide homeless children and youth with wrap-around services to address the challenges of COVID-19, and to enable homeless children and youth to attend school and fully participate in school activities.  The Department will release ARP-HCY funds in two separate disbursements (ARP Homeless I and ARP Homeless II).

 

ARP Emergency Assistance for Non-Public Schools (EANS)

American Rescue Plan Emergency Assistance to Non-Public Schools (ARP EANS)

The American Rescue Plan (ARP) Act was signed into law. It is a $1.9 trillion package of assistance measures, including $2.75 billion for the American Rescue Plan’s Emergency Assistance to Non-Public Schools (ARP EANS) program. These funds will remain available through September 30, 2023, for making allocations to Governors under the ARP EANS program to provide services or assistance to non-public schools that enroll a significant percentage of low-income students and are most impacted by the qualifying emergency.
